How do you customize this design?
I have it opened up in my dashboard but the test is not editable

This is confusing a lot of people today. Hopefully Glowforge will see these questions and perhaps modify the design to make it easier to see how to personalize it.
In the meantime, you can set the step that has the text to “Ignore” so it won’t get engraved, and then add your own text either using the Glowforge Premium text tool, or an external application.

I believe they have added the steps at the beginning of the instructions now.
