What’s the best program to design on and to convert to glow forge?

Welcome to the forum.

The best design program is the one you know. If you don’t have design experience, you can use Adobe Illustrator, Inkscape, Silhouette Business, Affinity Design and others. Inkscape is free.

I use Inkscape for vector editing but it is very weak for raster images. For rasters I use Gimp which is also Open Source (free).

Another good free option (for Mac and iPad) is Linearity Curve (formerly Vectornator). They have plans to monetize it but it looks like they’re planning to keep the free version available.

Thank you

I like using Cuttle it is a freemium cloud based design program created for cutting machines.

Depends on what you want to design. You can use MS Word and create some useable design and save it as a PDF. Some folks have used Powerpoint effectively. But serious stuff: Illustrator, Inkscape, Affinity, Cuttle seem to be the preferred apps on this forum.

I love Inkscape. It’s free and robust.
