Just wondering what the credit/gift voucher that we have been accumulating at $20/month is useable for. Can we purchase materials with this?

Yes, if you accept delivery of your machine you will be able to purchase either materials or catalog designs with the voucher. 
Please note though, it’s not transferable. If you sell the machine or take a refund, you’ll lose the voucher credits.
Also, as an international purchaser, you should be aware that it might take some time for the credits to become active…they have experienced difficulties in getting the purchasing structures set up for some of the international purchases. So there might be even more delay there. (Just want you to be aware of the issues…they are discussed frequently on the forum, but not everyone reads all the posts here.)

Does the store work at all outside of the US?
I don’t know. Based on the comments here, I don’t think so though. Not yet.
