It seems like sometimes when I upload an svg into the glowforge app, I get a margin on both sides of the length where the artwork can’t be placed (leaving me around 18.5"). But sometimes it seems there is not a margin on the left side and lets me place the artwork all the way at 0" (leaving around 19.5". Has anyone else noticed this inconstancy?
Yep. It depends on the type of operation being performed. Engraves require more room at the sides for the head to slow down, so you have a smaller area that you can place your design in, and wider margins at the sides.
Those margins change depending on how fast you are engraving. Cuts will always give you the full 19.5 ". Combination designs are locked to the engraving margins.

I’m so sorry that you’ve hit this snag! As @Jules pointed out, the margins on the edges will change based on the “step” operation being performed, in relation to an engrave vs a cut. Engraves require more room on the edges of the Workspace to “speed up” to the correct amount to ensure the engrave settings are correctly being carried out.
