I had a “do it now” charge to accommodate insistent individuals willing or forced to pay out.

For a business, that makes perfect sense. As long as the cost of “do it now” is less than the cost of “how much money are we losing by downtime”. And it may even not make sense for a business to stock spares of the “don’t need often” variety, because then they’d need to have a system for keeping track of the spares, ditching the ones that applied to equipment no longer used, making sure nothing walked away, making sure the spares stayed in good condition blah blah blah. Sometimes much easier and cheaper (even at rush-order cost) to outsource all that to someone else.

(I used to wonder why my mother, a CPA, paid thousands of dollars for the latest and greatest tax software. Then she showed me what she got to bill her clients.)
