Is this broken?

During my move, the piece of foam I put in the machine to stop it from moving around came loose and now this happened. I took the black piece off.

It just slides around, and this is it pushed all the way back

Can this be fixed? I keep trying to put the rubber line back on the pulleys but it keeps coming off. Please help!

You are the MAN good sir! Your pictures were perfect, especially the one in the middle showing how it went back on and knowing that the pulleys were for the rail and not the rubber! Thanks again so much. I owe you a beer!
