Our marketing department has a big paper cutter to cut down stacks of paper, so I created some small notebooks as gifts. I can post the svg if anyone is interested.

i only mentioned it because not everyone knows there are 2:1 and 3:1 options (and 4:1 or 5:1 for plastic coils). lots of companies have one punch size and not the other.

Go ahead and search on Google for wire and paper punch 2:1 or 3:1 ratio. The marketing department where I work has one of these machines so I was able to use regular paper to cut the holes.
