This is a new one on me ! Nothing different - same Inkscape version - same saving method, and if I try ‘plain .svg’ or ‘InkscapeSVG’ or ‘Guess from extension’ the result is the same.
I’ve tried rebooting GF etc, but still the same error message, so currently stuck in limbo.

EDIT just uploaded a previous design - no problems, so I assume that the error is in the drawing, but what is it that GF doesn’t like ?
EDIT2 Saved it as a .pdf, and while it still gives the same error message, it does appear on the GK gui as a design, so I’ll press on.
So there are two odd objects right on top of the very top/center hole/circle. Horizontal lines.
I was able to get the design to open in the UI by copying the elements into a new blank document, then I spotted them as I had made the main shapes and holes/circles different colors - so those lines showed as a separate step.
You can see them in my version below, just peeking out as a different color. I can not get them to show in inkscape, however, and they do not show in the you design displayed above.
I can see them in Affinity Designer by putting it in “wireframe view mode” which ignores all of the strokes/fills specified in the file and just shows everything with a thin black stroke and no fill:
Notice that ry (the y-radius, or half the height) is set to a number very close to 0 (specifically 9.3376675×10-15) which is why it looks like a line.
I don’t see anything that should be causing errors, but it’s possible that the Glowforge UI can’t handle that scaling factor. (It might be rounding it to zero, then getting a divide-by-zero error, for example.)
Here’s the file with the offending ellipses removed (I simply deleted those two <ellipse> tags using a text editor) which loads into the UI just fine:
Thanks all. Currently having even more problems from my original files - what should have been a symmetrical frame is not, and now Inkscape window refuses to close !
Perhaps a strong drink might make it all go away !
