Can I use a tablet other than an I pad, if so what software do you use to design with?
To run the GF you can use anything that has a web browser. 
As for designing, which tablet OS that’s not iOS did you have in mind?

Here is a little more information about the hardware and software needed - You can use your tablet, you’ll just need an up-to-date version of Google Chrome, Firefox, Apple Safari, or Microsoft Edge.
