Did you read the TOS? 
It’s nearly impossible to have a widespread verification system to prove someone is 18 online. The best they’ve come up with is to ask for credit cards, but not every adult has one. And, of course, not everyone wants to provide one if they do. That’s the challenge with COPPA.
