I read it that you are granting them the right to store it for you until you delete it.
If they don’t have permission to use your files, they can’t operate the service and your laser is a doorstop.
The terms seem pretty reasonable to me, it says “solely to enable your use of that Content”, so they can’t do anything with it besides what is necessary for the app to work.
You’re reading it incorrectly. It’s not a new section for the terms of service either. You agreed to that provision however many years ago you first signed up. All that’s changed in the July 31st version is:
