I have been saving my svgs to my hard drive and then opening them in Glowforge and when I do they are dotted images. Why??

Welcome to the forum.
Until you assign actual cut/score/engrave settings the lines will appear dashed. They will not cut as dashes.

You need to assign material/focus and function to them. The dotted lines are telling you that nothing is happening with them as of now.

why are mine still just cutting dashes?
How were the lines created? What program are you using? Can you please share a screenshot of a file that is printing dashed lines?

you might have the line type set to dashes in whatever you created the svg in.
