You’ll need to do several things with it:
- New file. Bring the raster image into Illustrator. (Embed it.)
- Make a copy of the raster image and Hide it.
- Use the Live Trace feature on the copy to generate your cutline by tracing around the outside edge.
- Use Offset Path to offset the outside cutline only (delete all the others), by a few pixels.
- Ungroup, delete the original trace line, set a stroke color for the offset cutline.
- Unhide the original logo image and make sure the cut line is aligned around it the way you want it to be.
- Remember to Embed the image in it when you Save As an SVG.
