Most clear tape is unsafe, so the rule has been simplified. There is always the chance that there will be a screw-up, but when you sell it as laser-safe your odds are much, much lower. Also, unsafe pretty much means contains chlorine and when that happens it is obvious very quickly. So if they are selling to laser users, and it’s destroying machines, chances are word will get out quickly. I mean, there is no guarantee someone will have a great idea at the paper tape company that makes it unsafe.
