How can I create layered artwork?

I know some people have addressed it but there has been no real answers. How can I create layered artwork? Like those layered geometric designs. Where can I find a tutorial or someone willing to show me how?

I would start by creating or locating a suitable base shape, then trying both “offset path” and scaling operations to see if either approach stacked up the way I hoped they would.
