Are you using plywood with a core that’s less dense than the outer veneer?
Even with a uniformly dense material… I’d assume that the power is linear, but that doesn’t imply that the power-to-depth relationship is.

Try PNG I would never trust a jpg. Also try using Gimp. I realize what you are showing is weird and that I would have no explanation but is not my experience.
This old one has a low lpi (320?) but still managed.
If you are using maple with a poplar or basswood core (which is very common) there would be a big difference in the results. That bamboo box above is solid 1/4" poplar (which is too thick for such a tiny box)
Edit: Looking at the engraved lotus coaster above you can see some much darker areas where the maple was cut through to the poplar inner layer and many lighter areas that only cut through the finish.
