I am having the worst time adjusting my carriage plate belt tension, I just CANNOT get it right. I am a teacher and sending it back for servicing is probably not an option financially or logistically.

Heres the video when I tighten it more, this is tight enough where it “Catches” when I move it, but im unsure if thats because the belt is new.

The carriage plate should glide smoothly and not catch. Make sure there are no twists in the belt .
The pulley on the right side of the laser arm could also affect this. The page that @dklgood mentioned includes reference images between steps 4 and 7. Getting photos of the pulley, belt, and printer at the same angle as the reference images can help find the cause.
You can also remove the crumb tray and lay your phone on the printer bed to take the pulley photo.
