Fan Stalling Out (watch the video)

So I am having issues with my fan. It powers on, but not to full speed. Instead, it keeps oscillating from a high speed to a lower speed, like it can’t build up to full speed. You can hear it in the video. Because of this, it doesn’t suck the smoke out and I am left with a very smelly room and a very scary predicament. I cleaned the exhaust grill and that made no difference. I also went to go use the fan maintenance website to put the fan in cleaning mode and use the Novec 3M cleaner on it, but for some strange reason I can select “start fan” to begin the process. I would love some guidance.
