I got this design off the Georgia Tech engineering department site. This is a lot faster than making the Prusa 3d print. However, I noticed the print time is 11 minutes. The laser is moving all over the place. I am not talented enough to make the print more efficient. Please help me.

The movement is optimized by the Glowforge software. (In other words, we can’t change it, and if we were to try, it would likely take longer.)
I notice on my second print. The time went down to 10 minutes.
One exception might be to attempt rotating the print to see which layout processes faster. For engraving for instance, you want to keep the long side of the engraving horizontal. (Vertical travel is the time eater.)
