That fan is stunning.
Almost certainly mercury gilding. I wonder if they could have used cloisonne on a wood support on silver or copper sheet. I believe they were doing Granulation then so had good technique (only rediscovered how to do in the 1970s).
No matter how it was done before your piece is a stunning masterwork. You should put together a coffee table book and story of your work!
I had wondered if there was any evidence of them producing something like gold leaf. This would have made the fan suitably light.
I once had to tell a ‘top person’ that having a fan with solid gold guard sticks was asking for trouble, and that is why her fan needed such extensive repairs !

Hollow is the trick! you could make the basics in a strong wood like hickory and make all the shape designs and then electroform first copper and then gold to the desired thickness (thick enough to not rub off) and the only way to tell it was not solid 24 carat gold was it being too light.
Tried electroforming back in the day, but I can’t remember what I was trying to do. Possibly make earrings for my wife’s bead stall.
Then I discovered photosensitive resists, and went down another rabbit hole - successfully this time, making , yes, pierced fan shaped earrings !
