How to change width and not the height

I am trying to cut an object out that is 13.5 inches long (Horizontal) but only want to have it .5 inches tall (vertical)

I cannot figure how to make it long enough without changing the height.

Can anyone help me?

There’s a ruler image in the lower left corner of your GFUI - in between the height and width measurements there’s a little link icon - it’s blue as a default. Click it and it turns grey and now your height and width are not linked.
