I think what you want may already exist in Inkscape: a custom dash pattern so you can convert dashes to segments.

Another solution is to make custom dash patterns to make your lines have tiny tabs so that you punch the pieces out after lasing. I’ve done it with tabs so small that you couldn’t even see the perforations after punching out.

You should investigate custom dashed lines in svgs. You can dial your dashes in so that the loose pieces are barely held in place and punch out with virtually no trace. For paper I use a 20mm dash followed by a .25mm gap. Paper punches out perfectly, no flyaways. [image]

Well, kind of, right? They are a bit lumpy. I would suggest using the line to dashes approach with rounded line ends, then stroke to path.
