Papyrus isn’t a badly designed font. People mostly hate it because it’s so over used.
Comic Sans, on the other hand, is pretty ugly.

over used and improperly used. it has a very narrow range of proper uses, being a “kitch” font.
most hated because of overuse? probably times new roman, which is a perfectly good font, but, along with Arial, is a “default” font due to microsoft defaults.

I wish I knew the actual quote, or who to attribute it to, but I first heard it in reference to the “Rule Of Thirds” in a photography class. It goes something like:
“First learn the rules, and why they are in place. Then break them.”
