i am trying to find something that tells the restrictions on using the premium catalog designs. anyone?
Every design has its own restrictions. There is no “catalog” that classifies them all.

At the bottom of every design you should see this which provides the restrictions for that particular design.

In the Glowforge Support docs under Working With Catalog Designs you will find this:
“ Commercial Use
Some Catalog designs are marked for commercial use. That means you can print them and sell the finished product! You can also change and customize these designs. To learn whether a design is licensed for commercial or personal use, click the design in the Catalog. The license information is in the description. ”
